Can Visitors Buy Cannabis in San Francisco?

Yes. California has no residency requirement for recreational cannabis purchases. Anyone 21 or older with a valid government-issued photo ID can walk into any licensed dispensary in San Francisco and buy cannabis. A driver's license, state ID, passport — including international passports — or military ID from any U.S. state or country will work.

San Francisco is not just any legal cannabis city. This is the city that started it all — Dennis Peron's Cannabis Buyers Club, Brownie Mary's free brownies for AIDS patients, Harvey Milk gathering signatures, and Proposition 215 in 1996 that made California the first state to legalize medical cannabis. Every state that legalized owes a debt to San Francisco.

Adults 21 years of age or older may purchase and possess cannabis for personal use. No California residency is required.

Since AB 1775 (January 2025), lounges can serve food, beverages, and host live performances. This is the signature experience — nowhere else in the U.S. comes close at this scale.
  • Zero local tax: SF is the only major California city with no local cannabis tax — suspended through December 2035. Your total tax is about 23–25%, compared to 38–44% in Los Angeles.

San Francisco's total cannabis tax rate is approximately 23–25%, the lowest of any major California city:

Payment Tip

Most San Francisco dispensaries accept debit cards, but cash is always safest. ATMs are available at every dispensary. Some locations also accept cashless payment apps like CanPay. Credit cards are not accepted at cannabis businesses due to federal banking restrictions.

Where Can You Consume?

This is where San Francisco separates itself from every other cannabis city in America:

  • No public consumption: Cannabis is banned everywhere tobacco is banned. The fine is $250. This includes sidewalks, parks, and within 15 feet of doors and windows.
  • Federal land is off-limits: The Presidio, Alcatraz, Ocean Beach (NPS sections), Aquatic Park, and the Marin Headlands are federal property. Cannabis is illegal there regardless of California law.

Unlike most legal states where visitors have nowhere to go, San Francisco lets you walk into a lounge, buy cannabis, and enjoy it on-site. Since AB 1775, many lounges also serve food and host events. Hotel Warning

Most mainstream hotels prohibit cannabis use in rooms and on property. Do not smoke or vape in hotel rooms, balconies, or lobbies unless the property explicitly permits it. Cleaning surcharges and removal may apply. Consumption lounges are the easiest alternative for visitors.
