The City That Started It All

San Francisco is not just another city with legal cannabis. It is the city that made legal cannabis possible. Dennis Peron ran the Cannabis Buyers Club out of his Castro apartment in the early 1990s, Brownie Mary baked 600 pot brownies a day for AIDS patients at SF General, and Harvey Milk helped gather signatures before his assassination. Their work led to Proposition 215 in 1996 — the first medical cannabis law in U.S. history — and every state that has legalized since owes a debt to this seven-by-seven-mile city.

Today, San Francisco has 80+ licensed dispensaries, more than 10 consumption lounges (the closest thing to Amsterdam in America), and a moratorium on new retail licenses through December 31, 2027 — meaning the shops that are here have earned their place.

Zero Local Cannabis Tax

San Francisco is the only major California city with no local cannabis tax (suspended through 2035). Your total tax is ~23–25%, compared to ~38–44% in Los Angeles. That saves you real money on every purchase.

Moratorium on New Retail Licenses

San Francisco has imposed a moratorium on new cannabis retail licenses through December 31, 2027. No new dispensaries can open during this period, which means the existing shops are established operators with deep community ties. The moratorium was enacted to give existing equity-licensed businesses time to stabilize before facing additional competition.

Consumption Lounges: America's Amsterdam

SF has more than 10 licensed consumption lounges where you can purchase cannabis and consume it on-site — the densest concentration of legal consumption spaces in America. Since AB 1775 (January 2025), lounges can serve food, non-alcoholic beverages, and host ticketed live performances.

Know Before You Visit

  • Age & ID: Must be 21+ with valid government-issued photo ID (any state or country). No residency requirement.
  • Purchase limits: 1 ounce (28.5g) flower or 8g concentrates per transaction
  • Payment: Cash preferred; many accept debit cards. ATMs on-site everywhere.
  • No public consumption: You cannot smoke on streets, sidewalks, or in parks. Use a consumption lounge or private residence.
  • Hours: Most dispensaries open 9AM–10PM daily
